Dear.

ETO requires a permeable material, as the gas and moisture (and air escape) must pass in and out of the package to sterilize the contents. Polyethylene materials peel systems can be used with ETO provided it is coupled with paper or Tyvek(TM) to allow ETO to diffuse into the package to sterilize the contents.
Ethylene Oxide kills/inactivates all types of microorganisms including bacterial spores.
ETO chemically is an alkylating agent, which means that ETO can unite with components of living cells. The addition of EO to these chemical constituents result in the formation of new chemicals that are permanent and irreversible in nature. Any such changes will directly affect the normal physiological activities of living cells (e.g. proteins DNA) and result in death.
