If you look up our Q/A category "Staffing and Training" you see that the courses offered are very limited. There are courses - but held in national languages as you can see on the websites of the national associations.
But it is not hopeless. A highly regarded way to become a certified Technician is via the USA Purdue University "Central Service Technical Training Correspondence Course".
Similar is the Australien OTEN-Course. Both courses cover all-important aspects of CSD. See their Website on our Education link.
