Dear Tom,

Available standards for insulation tests are ANSI/AAMI HF18 and IEC 60601-2-2 and 2-18.
These standards are applicable for manufacturers.
Insulation test methods for users are detailed in number of directives. Please read the following link:
http://www.smbe.asn.au/SMBE_Educ/LapWorkshop/NSWLapInstDraft2000.doc. I think it covers the NSW Health Department advice.
